Dear colleagues!
Hope and Homes for Children in Ukraine initiates and will held an International conference „Child’s rights protection in the process of deinstitutionalisation” on 17-19 November 2008.
Deinstitutionalisation of children – is a purposeful reduction of a number of children in institutions through implementation of a new system of social services directed towards:
– prevention of placement and upbringing of children in institutions if there is no urgent need for it;
– reintegration of children with biological families, placement of children in family care or environment close to family circle, train them for adult life.
This will be done during the week of celebration of anniversary of ratified UN Convention on the Rights of the Child and it precedes the celebration of the Day of united actions for the best interest of children.
The main goal of the event is to develop common approaches on implementation of deinstitutionalization of children in Ukraine.
The International conference will help ukrainian specialists learn from international practice and deinstitutionalization model in European countries where deinstitutionalization process is over by now or is going on now. This, in its turn will assist to establish deeper cooperation between state authorities and public sector. Event on this level will raise awareness of nation on the matter and assist in development of common vision and approaches to reforming of the system at all relevant structures (both state and non-governmental).
During the conference, plenary sessions and discussion clubs will be held on the following themes:
1. Prevention of child abandonment at early age.
2. Components of deinstitutionalisation process.
3. Development and implementation of new social services in community.
4. Mechanism of decision making for the sake of children and families.
Among participants of the conference will be representatives of the Ministries of Ukraine for Family, Youth and Sports, Health Protectio, Justice, Education and Science, Labour and Social Policy; social services for families, children and youth and departments on child protection; oblast and rayon authorities; national, regional and local NGOs, specialists and scientists who have been working in child protection field; staff of materniwty wards and consultative desks based at maternity hospitals, institutions, scientists and representatives of mass media. Besides, experts from Romania, Bulgaria, Moldova, England, Belarus, Bosnia, Russia and Transdnistria will come to share experience of their countries. Representatives of the President’s Secretariat of Ukraine; Higher Council of Ukraine; Cabinet of Ministers of Ukraine will be invited for the opening of the conference.
It is planned that based on the results of the conference there will be developed a resolution with proposals to make necessary amendments in the current legislation concerning reforming of the state care institutions and creation of new directions of social policy of the state. The document will then be handed to the Cabinet of Ministers of Ukraine for consideration and approval.

Seminar for School Deputy Directors of Makariv rayon
Big family celebration for 65 family type homes from 13 oblasts of Ukraine
Participants of the conference developed a Resolution based on the results of the workshops and plenary sessions. The Resolution will be sent to relevant central executive bodies. The document contains developed proposals and recommendations regarding improvement of reforming of state institutions, complex approach to deinstitutionalisation implementation and development of new directions of the state social policy.
